Nicholas A. Sullivan Joins the Gibbons Government & Regulatory Affairs Group

Gibbons P.C. is pleased to announce that Nicholas A. Sullivan has joined the firm’s Government & Regulatory Affairs Group as an associate in the Trenton, New Jersey, office.
Previously, Mr. Sullivan was an associate at Florio Perrucci Steinhardt Cappelli Tipton & Taylor, LLC in Cherry Hill, New Jersey. There, he gained extensive experience in municipal law, including contract and procurement matters, government transactions, regulatory matters, and the drafting of administrative rules, regulations, resolutions, ordinances, and policies for enactment on behalf of public entities. He has advised clients regarding procurement processes, including those under the Local Public Contracts Law, Public Schools Contracts Law, and New Jersey procurement laws. Mr. Sullivan specialized in Open Public Records Act (OPRA) and Government Records Council decisions, assisting public entities in responding to OPRA requests. Further, Mr. Sullivan has served as outside general counsel for New Jersey public entities and as lead counsel in multiple contract, construction, employment, and procurement matters before the New Jersey trial and appellate courts, District of New Jersey, and the Third Circuit Court of Appeals.
Mr. Sullivan’s background also includes serving as Deputy Attorney General in the Office of the New Jersey Attorney General in Trenton, where he was lead litigation counsel and second chair for numerous employment and civil rights defense cases on behalf of the state of New Jersey and Executive Branch agencies. Mr. Sullivan served as lead appellate counsel on inmate appeals before the Superior Court of New Jersey, Appellate Division. In addition, he was a judicial law clerk for the Honorable Jeanne T. Covert, P.J. Cr., in the Superior Court of New Jersey, Burlington County Vicinage.
Mr. Sullivan earned his J.D. from the Thomas R. Kline School of Law at Drexel University and B.A. from Rutgers University. While in law school, he completed a co-op externship with the Assembly Majority Office, where he assisted the General Counsel by reviewing and analyzing proposed legislation, drafting legislative legal summaries of proposed legislation, and attending legislative meetings. He is admitted to practice in the state of New Jersey, District Court of New Jersey, and Third Circuit Court of Appeals.
