Jesse G. Richheimer Joins the Gibbons Environmental Group

Gibbons P.C. is pleased to welcome Jesse G. Richheimer to the firm as an associate in the Environmental Group, resident in the Newark and New York offices.

Mr. Richheimer joins the firm from Chiesa Shahinian & Giantomasi PC (CSG) in Roseland, New Jersey, where he was an environmental associate who handled a diverse array of matters related to environmental regulation and litigation under both federal and state laws. During his tenure, Mr. Richheimer gained in-depth knowledge of pivotal environmental statutes and regulations, including the Industrial Site Recovery Act (ISRA), Spill Act, Brownfield and Contaminated Site Remediation Act (BCSRA), Site Remediation Reform Act (SRRA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), showcasing his proficiency in counseling clients to ensure regulatory compliance.

Mr. Richheimer’s prior work experience also entailed conducting thorough research on topics such as tidelands, environmental remediation and liability, and renewable energy. His responsibilities extended to preparing various legal documents, including notice of deficiency letters, site access agreements, privilege logs, and memoranda addressing complex issues such as permit transferability, mixed funding settlements, and potential discharge matters related to the oversight fees and penalties of the New Jersey Department of Environmental Protection.

Before entering the private practice of law, Mr. Richheimer served as a law clerk for the United States Environmental Protection Agency’s (EPA) Vehicle and Engine Enforcement Branch. In this role, he contributed to editing and updating documents related to defeat devices and the prevention of illegal tampering in motor vehicles. Additionally, he summarized reports on warranty provisions under the Clean Air Act, biennial performance evaluation requirements for enhanced vehicle inspection and maintenance programs, and before-market versus aftermarket defeat device cases. His proactive involvement also included presentations on the effectiveness of vehicle inspection and maintenance programs, collaborating with the Offices of the Inspector General and Transportation and Air Quality.

Mr. Richheimer’s dedication to environmental issues further manifested through internships with both the EPA’s New Jersey Superfund Branch and the New York State Department of Environmental Conservation. His academic achievements include obtaining a J.D. with an Advanced Environmental Law Certificate from the Elisabeth Haub School of Law at Pace University and a B.A. in Environmental Sciences from Emory University. Mr. Richheimer is admitted to practice in the states of New Jersey and New York, as well as the U.S. District Court, District of New Jersey.
