Gibbons P.C., ranked by the New Jersey Law Journal as the state’s top lawyer-lobbying practice by revenue for seven consecutive years, has announced that Kevin G. Walsh and David J. Pascrell, both Directors at the firm, will serve as the new Co-Chairs of its Government Affairs Department. Based in the firm’s West State Street office in Trenton, just steps from the New Jersey State House, the Gibbons Government Affairs Department provides state and federal legislative, regulatory, corporate communications, public affairs, business incentive and procurement counseling to clients in the private, public, and nonprofit sectors.

Mr. Walsh and Mr. Pascrell will oversee all areas of the firm’s government relations practice, as well as the team’s client relations, matter management, workflow, and staffing.

Mr. Walsh, listed in Woodward/White Best Lawyers® in the area of commercial litigation, was an Assistant United States Attorney for the District of New Jersey from 2003-2008, where he prosecuted economic crimes and fraud cases. He is also a former elected local government official in New Jersey. His distinct background shapes his advocacy for his clients’ interests before state agencies and executive branch officials in Trenton. Mr. Walsh’s practice covers a unique combination – and, often, intersection – of government affairs, criminal defense, and business litigation issues. His clients include hospitals, electric utilities, telecommunications companies, cable television providers, solar contractors, a non-traditional medical company, accounting firms, infrastructure/architecture firms, and trade associations.

Mr. Pascrell has represented client interests in Trenton and Washington, DC in a variety of sectors – including financial and insurance, health and hospital, technology, utilities, development and construction, and public entities – under the administration of every New Jersey governor since 1997 and in the Legislature under both Republican and Democratic control. He has worked with almost every state department, agency, board, authority, and commission in New Jersey. Mr. Pascrell handles the full range of clients’ government relations needs. In particular, his proficiency in local and state procurement law has supported clients with business development interests at the municipal, county, state, and federal levels. He also focuses on regulatory and public policy matters. Mr. Pascrell has been listed in Thomson Reuters New Jersey Super Lawyers and Woodward/White Best Lawyers® and was named to “40 Under 40” lists by both the New Jersey Law Journal and NJBIZ.
