Nicholas A. Sullivan

Gibbons’s Government & Regulatory Affairs clients benefit from Mr. Sullivan’s extensive experience in municipal law, including contract and procurement matters, government transactions, regulatory matters, and the drafting of administrative rules, regulations, resolutions, ordinances, and policies for enactment on behalf of public entities. He has advised clients regarding procurement processes, including those under the Local Public Contracts Law, Public Schools Contracts Law, and New Jersey procurement laws. Mr. Sullivan specialized in Open Public Records Act (OPRA) and Government Records Council decisions, assisting public entities in responding to OPRA requests. Further, Mr. Sullivan has served as outside general counsel for New Jersey public entities and as lead counsel in multiple contract, construction, employment, and procurement matters before the New Jersey trial and appellate courts, District of New Jersey, and the Third Circuit Court of Appeals.

While in law school, he completed a co-op externship with the Assembly Majority Office, where he assisted the General Counsel by reviewing and analyzing proposed legislation, drafting legislative legal summaries of proposed legislation, and attending legislative meetings.
